on call pay

I'm an engineering technician with a local TV station. while on call every other week 24/7 I am not allowed to travel, drink and so on. i can travel around town but must keep my phone on me 24/7 and last weekend I was told not go any where more then 5 minutes away (NOT on call) due to the Olympics. I get no comp. for this time is that fare. I do get pay if called in, but I had to tell the kids we could not do our planned activities, about forty miles from here as it was too far. (I was told this 10 min before leaving work on Friday)
