On Call Shift

More details to this question:
I work at a restaurant and we have on-call shifts where the requirements state that "When you are on call the only restrictions you will have are the following - you cannot drink and you must be within 15 minutes of getting here." Do I have enough grounds to be compensated for my time "on-call"?
