Paramedic incentive

More details to this question:
Our department gives a paramedic incentive of 7000 dollars a year divided up into 12 payments. We work a workperiod of 14 days and recieve overtime after 106 hours. What is the correct calculation for overtime on the paramedic incentive and does this have to be paid by employer to employee. Our department has calculation that does not equal the 7000 in hourly rate.

I think I understand your question.   Are you asking if the $7,000 should be added to your regular rate in computing overtime payments?   The regulations state that amounts can be excluded from the regular rate for computing overtime for: "Sums paid in recognition of services performed during a given period if either, (a) both the fact that payment is to be made and the amount of the payment are determined at the sole discretion of the employer at or near the end of the period and not pursuant to any prior contract, agreement, or promise causing the employee to expect such payments regularly." www.OrlandoOvertimePay.com
