Query regarding H1B employment

Hi, I arrived in USA with H1B visa. My employer sponsored my H1B visa. During the discussion they mentioned that they have internal projects in USA and they will place me one of the projects. During H1B stamping also they asked me to mention that I will work for internal project which I said in interview. They asked me to sign a contract of 24 months of employment and I have to pay $20000 in case I leave before that. I trusted that they have many projects and I signed the agreement. But after arriving I came to know the truth about the company. They don't have any internal project and they try to place people through third party vendors. They are not able to place me into any project till now. Also they are not giving me the salary they promised. It is affecting my career and my financial condition. But I am not able to transfer my H1B as I have the agreement. Please let me know what options I have now.
