Relocation expenses never reimbursed.

More details to this question:
I was living in MI and worked with a recruiter to obtain my current job in OH. The HR representative of the employer sent me an email (which I retained) stating I would be reimbursed for my relocation expenses within my first 2 years with the company. However, this was not specified in my employment agreement, and the HR representative has since left the company. My relocation expenses totaled nearly $2000. I've been working for this company for 7 years, and have yet to receive any of this reimbursement. Do I have any recourse?
