Required education test scores

More details to this question:
My employer hires some employees as emergency medical technicians. Our CBA requires them to go through 12+ months of training on their own time to become paramedics within a certain amount of time period. The employer does not pay for any of the costs of the training and does not pay the employees time while training, per the CBA. The employer is now demanding test scores from these employees from this training; school work done on their own time at their own expense. Is the employer entitled to this when it is not spelled out in the CBA or in employer policy?
