Unemployeement benefit

More details to this question:
NJ department of labor is refusing to pay for the unemployment benefit. My husband is unemployed since 4/26. But he didn't file unemployment until 5/13. This is the first time he filed for unemployment. He didn't know he has to file in a certain window. Now NJ DOL is refusing to pay for the period of 4/26 - 5/13. He has a hearing this Wednesday at 12:00. Do you represent individual for such matter? How do you charge?
