QUESTION

w-2 being withheld by employer, what to do?

More details to this question:
I was given 2 shirts, a visor, and a name tag. I was informed I have to give them all back in order to get my w-2 and if necessary pay for the stuff I don't have but I'm completely broke

The employer must provide you with your W-2. The employer has no choice. He is is required by the government. The return of the visor and the shirts is a separate issue. You may have to return the visor and shirts. However, that has nothing to do with employer being required to provide you with a W-2.
