wages for "on call" hours

More details to this question:
I work for a non-profit co. in Columbus, OH and I live an hour away. When I am "on call" (24/7) and I do not receive any calls, should I receive pay for sitting home by my phone? We get paid ''$20/day. I do not get paid for the call until I reach 270 (outerbelt). Should I get paid when I leave my house?
