What can I do about an illegal promotion in service?

Regular promotion held on March 1, 2007 and self placed in SI No. 2 in MPS grade II of the police department. Further, a review DPC held on October 18, 2013 in that officers who were disqualified in the previous DPC considered from back door and placed them above me. It is also contended that the 4 officers never filed any claim or challenged the DPC of 2007. They got their promotion on February 12, 2010 and listed in 1,6,10 and 34 respectively. In the above contention, I would like to draw your attention whether the DPC committee has any power to consider those officers in the review DPC. Kindly advice me what appropriate action to be taken up and what Supreme Court judgments are to be followed. The court ordered the conduct review DPC on appealed by 3 officers only who timely challenged the issued DPC. The review DPC considered only three of the appellants but three more officers who were not made a single objection were pulled up. INT IA again stated that my ACR's in the DPC was examined by the honorable court and recorded as OS and top of the incumbents. Your advice in the above facts are eagerly awaited.
