Hostile work environment usually refers to a situation where illegal discrimination is permitted or encouraged. Hostile work environment is some times misused to describe to an unpleasant or bad work place, but that is not the correct definition. Remember, not all harassment is illegal. Hence, not every hostile work environment is illegal.
