what is my next step to take?

I and other employees have been bullied for years by an HR. I took it to the company president in June 2013 . I wrote a email to them in July 2013 letting them know I was consulting a lawyer. The HR was not disciplined for any actions. They called someone in for us to take a miers briggs test. The HR is still doing what she always has. (harassing, Group Bullying, intimidating, defamation of character. The HR has broke hippa laws. All is documentented, dates, name. It has cause stress, sickness, and poor health in all . I took a stand. I moved to a position equal to this HR. All of us was under her control for years! She is also over all kitchen staff. They live in fear every day. I have been there 16 years living through this. She has to be stopped. This is a private - nonprofit organization. It seems to me that laws do not pertain to them.

Your remedy is to quit. Unless it is a civil right violation, you have no claim for this kind of crap. If the person violates HIPPA, that comes under "whistleblower" and you got no rights to file suit unless you work for government.
