When do I start getting paid at work?

More details to this question:
I work construction and the other day I arrived to the job site at the time I was asked to. When I arrived my vehicle got stuck in the mud and took me a while to get out. My employer wants me to start getting paid/clock in at the time I strapped my tool belt on and started working. I find this unreasonable since I was on time, actually early but ran into a problem that I fixed with no help. When should I really clock in and is there a specific law that states any of this for me to show my employer?
