Despite being innocent I went through PTI (solely on my attorneys advice to save 150,000 in legal expenses and have this dismissed in a year vs taking forever to go to trial). I am innocent and have all the documents to prove it. I was told that after PTI I could bring a lawsuit against the police in NJ for wrongful arrest (unbelievable botch job in their investigation). Am I barred from a lawsuit in federal court because I entered PTI?

you had an obligation to file a 'notice of tort claim' against the police within 90 days of being arrested for the state complaint.
