sue 911 for not helping me during blizzard

More details to this question:
yesterday night there was huge blizzard in Ny area and my daughter had a high fever and her temperature was 102.8 so I called911 and they sent one guy and he said that they cant get thru the snow and they cant do any thing and he said to just keep her cool and he left saying if she has seizure or any thing to give theme a call and he said he had to go to someone left so y question is if something bad happened to my daughter during that time could I sue (Nothing happened to her but I had an argument with my brother that I can sue and he said I cant)

I am involved in case in which I represent a person whose mother died in the Dec 2010 storm in NYC.  The City has been trying to dismiss all of the cases. The important thing is that your daughter is OK.
