I have spoken to a officer in the state of Florida who told me that before a officer could search my vehicle during a traffic stop, they had to complete the traffic stop by returning my identification... Do I have a civil suit??

That prospect makes zero sense and is one of the reasons you don't listen to cops as lawyers any more than a recpetionist at the doctors office about your medical care. There are a variety of reasons for an officer to search your car starting with officer safety and on up to probable cause/warrant based searches.
