A drunk driver without a valid drivers license hit my daughters town home causing a fire.

More details to this question:
Two units were completely destroyed. My daughters home suffered severe water, smoke and some fire damage. The driver was drunk (4 times over the legal limit) was also on drugs. He had no valid drivers license and fled the scene of the crime. He was arrested and took a plea bargain of only 18 months. Can my daughter file a civil suit against him? The car he was driving was not his but his girlfriends.

Of course your daughter can file a civil suit against him, and against the girlfriend as well.  Hopefully, the girlfriend's insurance is sufficient to cover your daughter's damages.
