I operate a Pool League. The question came to me from a venue that I asked, if I could start a pool league in their place. I've read several law documents from several states. But they are very confusing. Some mention billiard tables but don't actually say that pool leagues can legally be played on them. Why have a pool table if you can't play the game. People play all games to receive a prize.
I don't see anything wrong with it as long as gambling is not involved. No difference between pool league and a bowling league, dart league, basketball league, etc.
In many States contests like billiards or bowling where a tournament or league plays for a prize is not considered gambling since winning is based on skill and not chance.
