are verbal "agreements" binding?

More details to this question:
in 11/13 a relative was in financial trouble & i was asked by the relative's friend that if i would take out loans to help financially the friend would reimburse me for the amount of the loans in addition to reimbursement on credit cards that the relative had as an authorized user on my cards. however the "friend" did not follow through as promised with no explanation.

Some agreements are required to be in writing, but the one you describe does not appear to be of that type.  Your agreement should be enforceable.  The problem is that without any documentation, it's your word against the friend's, and there is no guarantee that the Court will believe you.
