Building Code Violation

More details to this question:
I built a back house and stairs without a building permit on my property. Someone called it in to the city. The stairs have been in place for 6 years. The studio house is new. It is built to their building code with set backs, electric, plumbing etc... The planning dept is not cooperating with a modification. They want a removal of the building and stairs. I would like to keep with modifications. How can I do this without fines etc...... Can I apply for a Conditional Use Permit? The building inspector said I can apply for it. What does that mean?

Your unpermitted addition must either be removed or brought up to current code.  You can apply for a building permit to bring the addition into compliance.  You may also have to apply for a variance or a conditional use permit depending on your situation.
