Can a driver's license be suspended 10 years following a settled offense?

Hello- I am a resident of NJ and recently received a license suspension letter from PennDOT (PA) stating that I am in violation of Section 6308 from an offense dated back in October 2002. It references a bogus PA driver's license number on the letter (and I have never had a license in PA). I did receive a citiation back in 2002 for public intoxification (I was walking, no driving involved) on a PA college campus and consequently paid the fine incurred and was also penalized by the university at the time of the citation. Is PennDOT legally able to suspend my license 10 years following this settled offense? They don't have my NJ license on file, just a bogus PA driver's license (again, I have never had a PA driver's license). Thank you for your help. Greatly appreciated, Dana

6803 involves Possession or Consumption of Alcohol by a minor.  There is a six-month license suspension attendant to that charge if you plead or are found guilty.  Without more information a more definitive answer than "possibly" can't be made.
