Can a lawyer help me get my title from previous owner?

More details to this question:
I had bought a car cash. I didn’t have the money to register the car at the time due to COVID-19. Then me and my family went out for a celebration and my title had gotten stolen somehow. I reached out to the previous owner to see if he could help and I told him that I was paying for it he said he couldn’t help me. Then I offered another option whereas I’ll order it online via Etags.com where as I’ll pay and they will email him to verify identity. He told me no unless I pay him some money for the title. I need help

Cheaper to pay him the money he asks, unless its crazy money, because you ae imposing on him for your problem. Otherwise you will spend thousands on a lawyer to sort it out.
