Can dentist get dental record without permission?

More details to this question:
Can a dentist had get a list of patient past dental treaments from the patients insurance's online website. I guess dentists can log in and view patients past dental treaments that were not done at their office, without patient permission in Maryland? the patient had medicaid insurance.

As a general matter, no one can view a patient's protected health information without the patient's consent. It would not surprise me if the initial intake form used by the dentist authorized the dentist to obtain the patient's prior treatment records.
