Can I be pulled over for no insurance but there was no traffic violation?

More details to this question:
I was told I was pulled over for no insurance. I did have insurance but didn't have my new card with me. I immediately called State Farm and then sent it over to my cell phone. I showed it to the police officer and he said at wasn't good enough and wrote me a ticket and towed my car. Is this legal? There was no traffic violation to be pulled over he was just behind me and ran my plates then pulled me over for no insurance. I know I can fight the ticket with proof of insurance but is it legal to just run plates and be pulled over for no traffic violation. Is it legal for him to tow my car even though I showed him proof? And he left me on the side of the road and told me I could walk after I asked him are you just going to leave me here on the side of the road. This was in Williamson County in round rock Texas.

It's not cool. Show the insurance to the DA at the first court date and they should dismiss it.
