Can I be sued for a debt without agreement?

More details to this question:
I stayed at a friend's home and repaid him an amount, but now he claims I owe him more money, we didn't sign an agreement.

Anyone can sue anyone for anything.  So the short answer is yes.  There is a proof problem on your friend's end, so you will likely win any case.
