Can I hire an attorney to file and represent me in a civil suite?

More details to this question:
I purchased a dog from a breeder for a few thousands dollars. He was suppose to be a pure bred dog, instead I found out he was a mix and the breeder then admitted it to me and said she would replace the dog or give me my money back. It has since been 4 months and she refuses to talk with me. I want to file a civil lawsuit against her but she lives a few states away. Is there a way for me to hire an attorney in her city to file suite on my behalf and then to go to court for me? Maybe give them power of attorney of the situation so they can represent me?

Yes, you can hire an attorney to represent you.  There doesn't appear to be any reason why you would have to sue the breeder in her state rather than your own, and thus no reason why you would have to hire a lawyer from her state rather than your own.  A lawyer can represent you in court, but if any testimony is required (as it will be if there is a trial), you will have to testify, your lawyer cannot do it for you.
