Can I still file a civil suit after five years?

More details to this question:
I got arrested in 2009 I was stop for DWI was not drinking or weaving driving right, the reason for the stop said my tag was not working but it was, what I’m really concern about the video. The video tape parts of the tape was cut out about three minutes, I wonder can I sue after five years.

You must serve a notice on the city within 90 days. I doubt that you could get a lawyer to take the case and that is because you probably have no money damages or any cause to sue. You are probably over the stature of limitations in most states as well.
