Can I Sue?

More details to this question:
Loaned a so-called friend my vehicle to get back and forth to work. While in possession of my vehicle, this person accumulated three red-light violations in my vehicle, at $100 each. They agreed to pay for any tickets or damages to my vehicle at the time it was borrowed in January 2021, but now refuses to agreement albeit verbal.

Anybody can sue anybody at any time for anything.  Some claims will be tossed out of court on their face, but yours (unless there is something important you  haven't revealed) would not be.
