Can I sue my neighbor for reckless use of a fire arm

More details to this question:
My neighbor was target shooting at his cabin next door and a bullet went through my home into my brothers room, who has disabilities. He went next door to let the neighbor know what happened and no one called the police nor did they call me. This happened about 5 pm and I returned home from work just after 9 pm. the neighbors stayed with him and claimed they took care of him. I felt my brother was held hostage because they did not want to get into trouble. They tried to convince me he was okay. I took him to the ER and he was transported to another hospital for treatment of a bullet wound and fractured clavicle. Do I have a case?
