More details to this question:
My sister passed and a so called friend took her purse, keys from the hospital (she was brain dead when she arrived at hospital and put on life support) friend went to sisters apartment and took approx. $5000 worth of items but I can not get phx police to investigate can I take friend to court and sue for items???

Your sister's estate can sue the friend, but an estate proceeding would have to be commenced to have someone appointed to represent the estate. In some states (I don't know about Arizona) you could sue individually if you are your sister's sole beneficiary.
