Can I withhold payment for pavers if the contractor did not install them as contracted?

More details to this question:
I contracted to have pavers installed in my backyard around my pool. I withheld the contractor's last payment because they did not install the pavers as they stated and the way we wanted them installed. The paver installation caused our house to flood, the step is uneven, and there are cuts in the concrete of an adjacent porch caused by their cement saws.
