can wages be garnished over verbal contract

was just needing to know its been a few years ago me and a good friend had a verbal agreement there was no papers signed or no contracts printed up just a verbal agreement that i would pay him 25 dollars a week for a truck i was buying off of him i payed him like i was suppose to up till me and him had a fallen out and was no longer friends and then he would just come to my parents buisness every once a month and pick up his hundred dollars there was numerous times that he never left a recipt for me for the money i payed him before we fell out i did a bnch of work on a truck for him he was suppose to take money off what i owed him and he never did but then my parents sold there buisness and i tried calling him and could never get him to return my calls so i could continue to pay him and this has went on for a year now but today i got a letter from him saying if i didnt pay him so much by the 19th of this month that he was taking the matter to court and garnishing my wages

If he gets a civil judgment against you in court then yes he could garnish your wages. He would first have to file the complaint, issue a summons and get your served with the summons and then actually get the court to enter a judgment. So there are several "hoops" he would have to jump through and you may have a valid legal defense or at least be entitled to a set-off for the work you completed on his truck.
