Can you file a post death quadro after having a quadro done first for divorce?

More details to this question:
After 19 years of marriage in Las Vegas Nevada my ex husband died before he was ordered to do a quadro for his culinary pension. The culinary says I am the sole beneficiary and have survivor benefits coming to me to do a post death quadro so that's what I did. I submitted it to my divorce judge legal secretary turned it down but under labor laws it says a second quadro can be accepted over the first one. Do you know labor laws or whatever it is I need to show the judge. To accept my second quadro.
