Can you withhold money from a contractor for poor workman ship?

More details to this question:
Contractor was provided punch list. Multiple times. They have been advised to remburse me the money in order to hire another. I've sent registered certified letter to them without avail. Please advise thank you kitty

At this point you probably will have to hire counsel.
