More details to this question:
I have a civil case that I would like to try and settle before our court hearing on 10/18. I am said to owe 1500 for Phone/IT services rendered but believe there were services that were not completed and should be refunded or credited. Can this be settled reasonable with a call from an attorney to look out for my interests and settle this prior to court?

There's no way to answer that question.  A settlement is a voluntary agreement from both sides.  There's no way to predict whether the other side will agree to settle the dispute on terms that you consider reasonable.
