More details to this question:
I am the primary signer on an account with a co signer for a vehicle that is supposed to be paying the loan in order to keep the car. We have a notarized contract that explains this. He is making the payments later and later, refuses to refinance the loan in his name. I need to hire someone that can help me handle this situation, I really need help.

There is nothing you can do at this point.  Your contract with the co-signed is irrelevant to the bank.  You have to pay if he does not.  You have no damages really at this point to sue, as the late payments are being accepted, and the account is basically current.  The lowering of your credit score, etc., is not really actionable.
