More details to this question:
I need to refinance a vehicle that I signed for with another party. That party is now in non payment of the vehicle and I am trying to make the payment AND refinance the car in solely my name so I can sell it or not have it late. The other party is not available, they are not responsive to the lender, family or friends and I need a document to have their name released so I can refinance it.

The only way to achieve this if the other person does not respond is to file an action in circuit court to declare you have the full title to the vehicle. You would need to file a lawsuit, serve the other party and get a judge to sign off on it.
