upstairs neighbor perceives untrue threat from the other 3 people in building that we are polluting her air/space with chemicals. In retaliation, she drops heavy objects on the floor, and stomps heavily especially in the bedroom between 1am and 5am, Numerous police reports have been filed...they state they cannot do anything, as there is no criminal activity. Police and Fire Dept fed up with her calls...Her target is mainly me, living under her..Condo board meeting,,,she made a threat against me, heard by all. Can a letter be written/noise ordinance enforced etc be done? Thank you..

You did not state your location. If you suspect mental health issues, you can call the Dept. of Mental Health for investigation. You can also demand the condo board intervene, and threaten to sue it. The house rules obviously prohibit this conduct. But the police are right. Nothing is a crime yet.
