Do I have a case?

More details to this question:
I went to to visit my best friend in prison. A lot of things were out of order. The main things is an inmate that didn't have a visit escaped by kicking the glass through. He wasn't supposed to be in the visiting area in the first place. The Guards saw and heard him kicking the glass. She came in and saw the glass cracking. Turned around and locked me and the other visitor in with the inmate on the same side as us. There was no longer a barrier between him and us. It took about 5 minutes for them to come detain him and walk us out.

I don't think you have a case because you suffered no damages.  A car blows a red light and hits your car, damaging it and also causing you a broken arm.  You have an excellent negligence claim.  If in the same circumstances the car just misses you, scaring you to death, you have no damages, and no civil case (the district attorney could theoretically bring a criminal case for reckless driving or the like).
