DO I HAVE TO BE A CLIANT TO SUE A ATTORNEY?

LEGAL AID ATT. REFUSED TO HELP ME BECAUSE I HAD A PROBLEM WITH TWO ATT. IN THE PAST. HE TOLD ME THAT ONLY A CLIENT CAN SUE A ATTOURNEY, THAT IS NOT WHAT THE PA. BAR ASSOCIATION TELLS ME.

If I understand your question correctly, you probably cannot sue the legal aid attorney for not taking your case. If he did something that harmed you, then of course you can sue an attorney.
