Does a judge have any authority out side their county 150 miles away in another county?

It depends. If you are sentenced in a criminal case to perform community service, let us say, and then you move out of the county without the courts' approval, you better fulfill the requirements of the judge. You really have not provided enough information for me to give a complete answer.

Yes depending on what he is doing. A superior court judge in Washington has Statewide authority. The County merely determines where a lawsuit is started and which judge is assigned.

I don't know what state you are in, or what court the judge is in. In NY, a justice of the State Supreme Court hears cases in a particular county, but his/her orders can be enforced in any county in the state.

A Judge has no authority outside his county, but another judge is likely to consider it favorably if that can be done.
