Does a written quote received via email have to be honored?

If a written quote is received via email from a car dealership, does the dealership have to honor it?

That depends on the terms in the quote. Normally the answer would be yes.

If you accept it before they withdraw the offer then you would have a contract (i.e. if you replied that you wanted the car on those terms). If you asked for a better deal then they probably don't have to, although you should look into whether you may have a claim for violation of Pennsylvania's Consumer Protection law. That sounds like a deceptive business practice to me. Talk with a good lawyer about it.
