Does the town, by law, have to provide at least 24 hours notice to tow a vehicle?

More details to this question:
Hi, my vehicle was recently towed due to snow removal. A snow emergency was declared over a week ago and vehicles were to be parked on odd then even sides for a 48 hour period. In the town code, this is also specified that the emergency lasts up to 48 hours. By Friday, it was over. I did as told. On Sunday at 4 PM, a snow removal (did not say emergency) was called for certain roads starting Monday at 4 AM. My vehicle was towed at 8 AM as I only had a 16 hour notice for a non emergency restriction for parking that is normally allowed. Does the town, by law, have to provide at least 24 hours notice?
No. I am sure the statute or ordinance provides "up to 24 hours notice". If there is a perceived emergency and the roads need to be cleared, they can tow the vehicle.
