Harassing tenant in my apartment comples

More details to this question:
He keeps coming to my house for a smoke. This is causing me money or the ability to work. The apartments know about his n I have called n left messages. He has been harassing other tenants as well. He has a mental disability n his mother takes care of him. Hate I have to tip toe around my own apartment cause he will NOT stop knocking on my door. Cant take a bath or work at home now cause of him. What can I do??

You can start by demanding that he stay away. It doesn't sound as if you have taken even this first step. You need to express your displeasure rather than reinforcing his behavior. Once you have tried that and failed, you may be able to obtain a restraining order. An attorney can assist you in doing that.
