Harrassing Neighbor

Neighbor and I got into squabble 3 months ago. To me the issue was over 3 months ago. Just the other day I sent him a text with a question. This was done because the owner of the home asked me to. (My neighbor is renting the home). Since my one text message to him, he has been calling my cell phone after 9 pm (CT), and says nothing, no conversation, just dead air or I can hear him doing dishes, etc. His phone number and address was put into my contact list the day the landlord gave it to me. Are the neighbor's (renter), late night calls legal? What options do I have.

You can call the police department and file a complaint about your neighbor harrassing you on the telephone.
