How can I force my husband's doctor release his remains?

More details to this question:
My husband died March 2. I want to have his remains cremated and accompany them to Ohio for burial in the family plot, but his doctor refuses to release them. I want to fly to Ohio April 23, have his remains buried, then fly back to Florida on April 25 (our 7th anniversary), but I need his remains for cremation and burial. How can I force his doctor to relinquish the remains?
