How can I recover my deceased fathers assets

More details to this question:
I was away for a while and while i was away my fathered passed away.Now that ive returned i found out, a family member went to his bank and cleaned out his account to the sum of 11,000 to 15,000.instead of providing a power of attorney or any other legal document stating she had the right to that money all she used was his death certificate and the bank gave her access to his account. Now according to his will any proceeds were suppose to be divided equally between his kids, what can i do, if anything to recover my fair share of that money.. the family member is unwilling to disclose any information about her actions. what can i do legally?

The estate needs to be probated.  This will get a Personal Representative appointed who will then have the authority to bring suit on behalf of the estate to recover the funds which were obtained in appropriately.
