How do I find out who owns a home?

More details to this question:
My home was destroyed in a fire that was caused by another home. The fire chief deterined that is was the cause of arson. I haven't had any luck finding the homeowner and it's been 2 years. My home had to be demolished and I've had to incure the cost because my home wasn't insured at the time. I want to find out insurance information to cover the cost of demolishing my home, the vaue of it at the time and punitive damages.

Call the tax assessor in the town in which the home was located.  You can also check the County Tax Administrator, and the County Clerk to see the deed recorded and find the owner's name.  You will just need to know the address and/or the block and lot, which if the home was next to yours you will either know or be able to figure out.  The owner's name is public information.
