How do I get rid of a homeless man in my loading dock at work?

More details to this question:
The police pick him up, but he bonds out of jail with his government debit card. He stole a electric cart and was caught, got out of jail again. Now the zoning & housing is going to fine me if I don't get rid of him! He urinates in public, etc. Also my insurance agent is threatening to drop us, cause the man is a fire hazzard!
