QUESTION

How do you stop someone from asking the same question (till they get the answer they like/want)?

More details to this question:
An attorney has asked the court the same question regarding discovery numerous times. Two judges have both given her the same answer: per court orders regarding discovery. They told her she will not conduct a fishing expedition and to move on. She has requested rehearing to reconsider orders, etc. etc. Why this judge is so weak as to allow the court to reconsider this point?
